Making Server Flat

I want to make my world flat, but when I try to change the level type under settings when editing my world it does not work. The tutorial on how to do this posted 1 year ago no longer works. Please help.

What I would suggest if that isn't working is make a superflat world on singleplayer then go to your "saves" folder in the %appdata%\.minecraft and covert the superflat world to a compressed .zip file then go to https://www.file.io\ and upload to the world their then it will generate a link. Once you get this link you are to go in-game and type /ul world <the name you want to call the world> <the link file.io gave you> then after you've done that restart the server then open it back up and type /worlds then click on the one you made it will look like "ul_<your worl name>"
