How'd i make player vaults apply to people with out op?

I tryed it before and tryed it now (In server). But thanks at the advice

SO welp, it started yesterday . i wanted to try remaking a prison, and i pressed activate. it did its ad thing but it said "start". i clicked it and it started it AGAIN. after a while it said "start" AGAIN. wth is going on!?

So, i decide putting my minehut server online again. it does the usual thing till when it fully turns online, it still hibernates and kicks me out of the minehut server gui thing, how'd i fix it?
