I am attempting to make a PVP server but even with PVP enable people don't take damage. I do not have worldguard installed, and PVP is enable in server.properties. Anyone have any ideas on problems

every time I try this crafting recipe it loads fine but i cant actually craft it. It works when I don't use raw iron, like if I use string instead it works fine. on load: register new shapeless recipe for iron ingot using raw iron, air, air, air, air, air, air, air, air
