Thanks, I found the server.properties folder and flight was disabled in it, now it works!

I am playing 1.12.2 with spongeforge and were trying to use a mod called davincis vessels, which adds blimps, and when I sit in one and try to fly around with it the server kicks me and gives the message: "flying isn't enabled on this server" even though I have enabled it and restarted the server and tried multiple times. I don't know what to do?
