Custom Flat world

Hello it's been some hours im trying to figure out how i can create a custom flat world for my server.

I wanted to make a world that has 1 layer of bedrock, 255 layer of dirt and a final layer of bedrock.

So i decided to create a flat world, putting generator-settings in server.properties to :

generator-settings=3;minecraft:bedrock,255*minecraft:dirt,minecraft:bedrock;1;

but it just doesn't work.

Any idea how i can do that ?
