Cannot Change Server Properties

I can edit the file and save it. When I exit the file and reopen it, the changes are still there. But as soon as I launch the server, it changes everything back to default. How do I get the properties file to stay? Why is launching the server overwriting my changes?

In the settings tab of your server there are server properties you can change there
