Whitelist not on after restart

Running 1.18 Vanilla.  I have a whitelist that I have enabled.  It works until I restart the server.  When the server is restarted the whitelist remains in place but the whitelist is not enabled.  I have tried enabling the whitelist by typing "/whitelist on" from the console, typing "/whitelist on" from a logged-in op, and by setting "white-list=true" and "enforce-whitelist=true" in the server.properties file.  In all cases the whitelist is not enabled the next time the server restarts.

Is there something that I am missing?

not sure, this has happened to me before though. Your best shot is to download skript and create a script with this:
 

on load:
	make console execute command "whitelist on"

your server has to be a paper or spigot server.
