I made an adventure map with pure vanilla commands on singleplayer and everything works fine without having cheats enabled but when I imported the world into my server, non op players can't use command signs (the player doesn't any error message that says that they are not allowed to use the command). 90% of the map works fine, it is just the signs that can't interact with non ops. I enabled command blocks and edited the "commands.yml" to make command blocks use only vanilla commands. I removed all plugins to make sure none of them were interfering.
Is there something that I can do to resolve this problem? I will take any suggestions, even the smallest ones.
