[BeautyQuests quest won't finish]

I'm creating a RPG server that has to do with an underground society. I set up a quest so that you could get an item that lets you obtain the first weapon in the game that has you talk to an NPC (I used Citizens plugin for NPCs) for the quest to end. But when I talk to the NPC, nothing happens. The quest doesn't finish. Does anybody know a solution?

for some reason whenever i open my server, no matter what version, no matter what settings, it just closes. before i can even join it it just closes. i have no idea what the problem is and it's not giving me any errors at all. it's just closing as soon as it opens.
