[[Request] EnchantControl Reforged]

This plugin allows operator control over specific enchantments. For example: Mending can be disabled, allowing it to either be disabled from future items and/or removed from existing items.

Mending is the primary reason I'm suggesting, which I think some server owners (primarily SMP server owners) would like to have some control over.

Fixes potentially plugin-breaking form of removing mob head via waterlogging, as well as fixing small issues with specific heads and config.
