[Server is laggy, starting a server has stopped]

Hi mates,
I actually have the same problem with my server startup and I am searching for any solution to get them online and ready to enter again.
Yesterday I wanted to download one world as a safety backup.

Unfortunately that was problematic because of some command permissions but subsequently I could not even join the server.

Does anyone have an idea?
