[Enderman Farm dropping 1 XP]

I've checked the wiki, most say 1 enderman should drop 5 exp minimum. My blaze farm also has the same issue, 3-7 exp per blaze when in normal it should be 10

Ok so my Enderman farm is only dropping 1-3 exp. Is this normal? I turned off XP Merging too and checked around the plugins but i dont think any plugins is affecting this.
