there isnt a thing to allow people to fly with hacks without getting kicked there

So im making a server where you can hack but all the players keep getting kicked for fly. So i googled how to do it and it said to set allow-flight=false to truein server.properties. But server.properties is locked. Can anyone help me? (sorry for bad grammar)
