WorldGuard is currently in Beta for 1.21, you can download that here.
Make sure also that your WorldEdit version matches the WorldGuard version. You can download the 1.21 version of WorldEdit here.

I'd recommend joining the Minehut discord to keep up to date with things like this. Minehut's official #ask-for-help channel has a pinned post about 1.20.5 not being able yet.
The wait from 1.20.(?) to 1.20.1 is proportional to how fast PaperMC get a stable version of Paper out.

Minehut's content creator applications are closed. Fyi, they'd be where the Volunteer Moderator applications are, if they were open.

You downloaded a version of WorldEdit that is for 1.20-1.20.6 while your server is still on Paper 1.20.4 due to no update being available for Minehut yet. You'll have to downgrade to version 7.3.0 of WorldEdit in order to use the plugin.
The bukkit forum assumed you were on 1.20.5/1.20.6 which uses Java 21, so that's why they said that.
