[Scoreboards not showing up.]

I've been trying to make a server for awhile and I keep getting stuck because of problems. One such problem is that I've tried multiple scoreboard plugins and none are showing up.
I've tried tutorials to try to get them to show up but nothing seems to work, can I get some help?
