We are waiting for PaperSpigot and a reasonable amount of plugins to update before moving to 1.15. Also an announcement by Trent: Spigot released a full 1.15 build which doesn't break many plugins. We'll be testing to make sure we can properly support 1.8-1.14.4 on 1.15 servers and are looking to update to full 1.15 soon(tm).
