detect player health skript

How would I make it so that when any players health is below 3 hearts they will get a potion effect??? What i have so far:

on damage:
if players health is below 2
apply potion of swiftness of tier 1 to player for 10 seconds

Hi, you can try this, i didnt test it, so lmk if that works

on damage:
    if victim is a player:
        if victim's health is below 2:
            apply potion of swiftness of tier 1 to victim for 10 seconds
