Help. Making a Superflat World Specific Requirements

After the data loss, i've struggled to configure my world to be superflat. If anyone knows how to make a superflat world with these specs please explain it to me because i've tried for hours on hours. And i keep spawning in with a new default world

Bedrock at level 1
Dirt from levels 2 to 64 (63 dirt blocks)
Grass blocks at level 65

Those are the requirements for my desired world.

I suggest making the world in single player and then uploading it to your server.

Use **Multiverse** and **Voidgenerator** plugins ..*Use command:*  `/mv create <worldname> normal -g VoidGenerator -t FLAT`
Or make one in a single player game and upload. and to make a flat world `/mv create <worldname> normal -t FLAT`

After I type /mv create <worldname> normal -t FLAT, there is no response from the server.
