level selector; skript

Hi all, im making a parkour world and I need help.

I want to create a system where players can teleport to levels using ./levelselector [level] but only if they reach/pass that lvl; so if they wanna go back to help someone or just redo a level, they can.

For example:

Adam is at lvl 32, Steve needs help on 12, steve cant do /levelselector 32 as he hasnt reached it yet but Adam can do /levelselector 12 as hes already passed it.

how on earth do I create/code this. Ive never used skript before... I know its going to be alot but Id really appreciate the help!!
