I turned on the whitelist on my server but randos can still join.

Make sure you do:

whitelist add {username}

whitelist on

 

Also you can mark your server as not visible in minehut server settings

Another note, the whitelist will go away each server restart unless you go on the dashboard into Settings tab and scroll down and set Enforce Whitelist to true, and then save changes.
