Villagers not breeding, no particles

set up a villager breeder in my server, gave them stacks of wheat and they have plenty of beds with headroom, they turn to face each other but no hearts or baby. (them facing each other could be from them stuck in a 1 gap hole). I tried giving them carrots as a different food but they wont even pick it up, guessing they're inventories are full from the wheat but they're still not breeding. Anyone else having this problem and anyone got a fix/ explanation?

Make sure there are enough beds for the villagers breeding as well as the baby being bred. Hope this helps! As well as this, add light.

I have at least 5 beds in the vicinity and the villagers are outdoors surrounded by torches. The model that im using should be up to date for 1.20
