How do you add cooldown to this skript?

on right click:
 name of player's tool is "Scuba Tanks":
  apply potion of water breathing to player for 30 seconds
  remove 1 of player's held item from player's inventory

 

 

Im fairly new to skript and I need some help to make this a 30 second cooldown. I looked everywhere but nothing showed up. Can anyone help?
