How To Show Resource Pack Download Prompt

I have had a minehut server for some time now. When I initially created it, it prompted me and all my friends to download a resource pack. Since I had not uploaded one, we all clicked no, and the popup hasn't come up again. 

I am now trying to upload a new resource pack. I believe I formatted it correctly, uploaded it to drop box, and correctly copied and changed the link. I have require resource pack turned off (if it is turned on it will not let me join the server). Inside resource pack prompt, I added this link: https://www.dropbox.com/s/wg06sxj7y98xxvy/jukebox.zip?dl=1. After saving and restarting, the server.properties lines look like this:

When joining the server, there is no prompt to download the resource pack. The resource pack does not appear when I join the server. I cannot access my custom sounds, and it is not listed under resource packs in the in-game menu. Is there a way to reenable the prompt, or is there another issue I am unaware of?
