Enforce texture pack

Is it possible to enforce the default texture pack on a server?

It is a survival server with some of my friends, and one of my friends friends has been X-raying, I don't want to ban him because he seems like a cool person, but I have asked him not to x-ray several times but he continues to do it, if enforcing the default texture pack is not possible any advise on how to go about this?

I think the only way to enforce it is to ban them for 30 days for cheating I had to do it to someone I play with a lot but they were not listen that is what I think you should do
