Restarting a server does not replicate Server.properties

I reset my hardcore world after I died, as you do. However, the world that I was met with wasn't hardcore. So I went to my dashboard and set hardcore to enabled, difficulty to hard and maxplayers to 2. None of which replicated in the restart. Upon inspecting the server.properties file, it reveals that all of my configurations to the server have changed in the files, but not in the actual world, I have no idea how this has happened, nor how to fix this, but I feel as though when you reset a server, all configurations should stay the same
