I use PowerRanks plugin for ranks in my server but i want everyone who joins to be able to do /bounty and /bounties (Bounty Hunter Plugin)

So i use a power rank plugin for ranks in my server but when my friend joined he couldnt do /bounty or /bounties. I decided to look into it and found out that i could change the perm for my friend but i would have to do this manually! i dont want to have to give everyone perms, i just need to make the default rank have perm to do /bounty and /bounties BUT i dont want them to have op. Those anyone have any idea how to fix this? lmk!
