How to make a pinging skript

So I need a skript that makes it so when you type a players name in chat it turns into a different message and also makes a noise. I already have a skript but its a command, and i want it so if you say their name at all it pings them. Can anyone help?

on chat:
   loop all players:
      if message contains "%loop-player%":
         play sound "block.note_block.pling" to loop-player
