Command block won't place

I'm on a 1.18.2 paper server, and I'm trying to place a command block. I've given myself the block, but when I try to click for it to place down it won't. I've also tried using a fill command which works for placing the block itself but it doesn't allow for me to access the command block's inventory

These are things I have already tried that still fail to allow for me to place the block down
- Creative Mode
- Enabling Command Block in the server's settings, clicking save afterwards, and restarting the server
- Op permissions
- Going into the server's files and checking that the command block is enabled
- Using gamerule to enable command block output
- Switching off of Lunar and going onto the default Minecraft client
- Turning off spawn protection
- Attempting to place the command block more than 100 blocks away from spawn
- Asking someone else to place the block
- Holding the block in the secondary item slot and attempting to place it from there

Those are all of the things that I have tried so far and I am honestly puzzled as to why the block continues to not place. The server has been restarted multiple times on top of all of those things being tried. I would like to add that I am not the owner of the server, my boyfriend is. He has opped me, and himself, and the block does not place for him either.

Is there ANYTHING else that we can try, and any reason as to why the block may not be working?
