Why can't I use the give command?

I have tried to use both in game commands and commands from the console, but every time I'm given an incredibly sad, and severely pared down version of the normal minecraft commands. Simple things like /seed and /give don't register as commands which is incredibly frustrating as I am trying to set up a mob spawner, but the spawner block can only be gotten through commands in Java, yet here I am, unable to access the commands needed to do so.

Your server might be corrupted or lagged I have experienced the same problem
