How to make a void world

I'm looking to create a void world; world with nothing in it, no ground, nothing. Problem is, everything I've tried isn't working. I've tried using VoidGenerator and Multiverse (Past forums mention "Multiverse-Core" but it doesn't pop up when I search in the plugins list), I've tried uploading a .zip file of the preset I wanted to the Minehut web page, I've tried using the settings on the Minehut web page, and nothing worked. I always get the default flat terrain generation.

try just this:
/mv create <WorldName> normal -g VoidWorld
