Uploading a world doesn't work

so me and my friend wanted to play survival together but we have done it so many times that it is a bit boring now, so we decided to add datapacks 

the datapacks just won't work for whatever reason

so i made a singleplayer world and added the datapacks to that

then i went into my saves folder and i moved it to a compressed folder and clicked upload world but that didnt work

so i cant upload a world or use datapacks which is annyoing

Make sure you uploaded the datapacks in the default world and in the correct format (this is "world" by default, but can be changed, check the Level Name settings in the Settings tab)
