1.17.1 SMP server doesn't have 1.17 world generation

I'm not talking about part 2 of the Caves and Cliffs update;

I'm talking about the basic updates to cave generation that are featured in 1.17. The naturally generating copper veins, cobbled deepslate, tuff, stalactites, amethyst geodes, etc. are nonexistent in our world, despite the presence of other 1.17 features, like axolotls, etc.
I'm also occasionally getting copper ingots as mob drops, but otherwise, they are nowhere to be seen in caves. We also have no plugins. Does anyone know what's going on here?

If your world was already generated in a previous version, you have to go to newer chunks to be able to find the newer versions. Are you sure you are looking for these stuff in new chunks?

Our world was made in 1.17.

Make sure the server's version is actually 1.17, as it's still possible to join 1.16 servers because ViaVersion is automatically installed
