When my server resets, it always makes whitelist on, how do I make it that that's not the case?

Hi, I've got an issue. Every time my server reaches max RAM, it resets (that's not the problem, I know that it has to be like that). Now, when it turns back on, the whitelist is on again, how do I make it so that it's always off, even if the server resets?

There's a whitelist option in the Settings section, make sure that it's not Enabled
