Created 1.17 world but does not have any of the new blocks

I recently created a survival world in 1.17.1 on paper, and after playing on it for a few hours I realized that none of the new 1.17 blocks were in the world, such as copper, amethyst geodes, or even raw iron/gold. I have checked several times and the server says it's on 1.17.1.

How can I resolve such an issue?

If you are playing on a world that existed before you updated, only new chunks will generate 1.17 structures

Again, this is a newly created 1.17 world

If you go into creative mode, can you get and place those new items? If not, that means your server actually isn't in 1.17 yet. You sure its 1.17 and if you changed it to that, did you restart the server afterwards?
