How do i make it so every few minutes something types a message in my chat

Hey, I own an SMP and was wondering how to make it so every few minutes something types a message in chat like for example

Use /buy to buy to ranks!

or

set a hopper clock timer (or any timer, for that matter) and send it to a tellraw command block (Tellraw Generator Link)

You could make this in a lot of ways; a script, a command block, a plugin, ... it's up to you

Something like Automatic Broadcast, if you look for broadcast or announce in the addons tab i'm sure you can find some
