my server wont turn on

can anyone help me ive tried file repair and it wont turn on when i hit start in the console it says

Legacy plugin Backpack v2.3 does not specify an api-version.

i set online-mode to true but it still says to set it to true

it saiys go to server.properties file but idk where that is

i reset the server and in console it says
