Why is my server lagging?

Hello, I'm known as rxd_4277, the owner of stealsmp2. Aka a lifesteal smp. When I removed 2 plugins that was causing the lag, the server continued to lag and now I'm at 10 TPS. Why is this happening? I have daily plan and my MB don't go over 2048.(2 GB). Is there any possible fix to this? Or is it just minehut being crappy.

From the information given, I can say that this issue is caused by too many chunks being loaded, therefore overloading the server.
