Mobs not spawning with rare loot

Me and my friends started a 1.17 minecraft server recently on minehut and we recently realized that none of the mobs have been spawning with anything like enchanted bows or amour and etc
We even put it to hard mode and they still don't spawn with stuff like that.

um it's rare ofc if you're using plugins or skript to make more chances of it to work check the latest.log in the log files to check the issue
