Command blocks not working

So before you say anything, command blocks are enabled, the problem is that when I place a command block and press done it cycles through repeating, impulse, and chain instead of saving the command. I don't know what to do and I really need to use command blocks! Please response ASAP.

What does it show in the feedback? Do you have any other plugins installed which override that?

Oh wait, sorry I was reading your signature! I don't think so, I'll list all the plugins I'm using: ActionBarHealth, BetterSleeping, Blocklocker, CCTV, EssentialsX, Openinv, Protocol Support, Set home, SimpleTPA, TAB, Veinminer, and WorldEdit. The problem is on both my servers, so I'll list my plugins on my other server too: ActionBarHealth, Armored Elytra, ClearLag, eGlow, EssentialsX,  ProtocolLib, Protocol Support, SuperVanish, UltimateModeration, and, of course, WorldEdit.
