Server Stuck Downloading

Changed from Spigot to Paper and now when I try and start the server is says "downloading" until it eventually enters hibernation for being idle. Is this something that will resolve itself eventually or is there anything I can do? Force hibernation does nothing, repairing files does nothing.

Maybe you should just change back, even though I know it's slower. I mean... it's better than nothing? Hmm, sus though.
