Plugin won't uninstall

So I've been experiencing a lot of lag in my server recently and i keep getting kicked because I'm 'sending too many packets' even when i'm standing still.

After a bit of research (cause google knows everything) i found a Spigot forum topic (i'm using spigot, so i trust it) and many people told that it's the ViaVersion plugin doing it, which indeed was on my server. So i went on and uninstalled ViaVersion through the 'Plugins' tab and restarted my server.

After restarting the error occurred again immediately which caused me to run the /plugins command and ViaVersion was still there. So after finding out i went to the files and indeed, the ViaVersion folder was still there. So i removed it, restarted my server and again, the /plugins command still showed ViaVersion on there, and the errors still occurred.

So i went back to the files and saw a ViaVersion .jar file which i can neither interact with nor delete it, so any tips to remove it?

@itsRubiiDO NOT remove ViaVersion! It's how your server runs! Without it, it won't work! Same as I suggested for @AmazingTank, go ahead and delete the folders+.jar files for it so it can 100% confirm that they're deleted.

you are spreading a lot of lies right now. without viaversion your server runs COMPLETELY fine. I suggest you do your research first.
