my server doesn't have mansions, end cities and pillager outposts

so me and my friends have this 1.16 server and we were looking for a pillager outpost, after we couldn't find it I used the locate command but when I teleported to the coords it wasn't there and there was just normal landscape. same happened with mansions and end cities?? the game says they exist but in reality they're not there. is it possible to fix?

Try to reset world, or create another one.

i had the same problem and i still do not know how to fix it.

Me and my friends decided to build a raid farm in survival and then use command blocks to spawn pillagers so we could play normally. (i know this is cheating but it was the best way we could find)
