Nether and End dimension stuck on easy difficulty

When I updated my server to 1.17, the difficulty swapped to easy for all dimensions. I went into the dashboard settings to set it back to Hard. The Overworld swapped to Hard difficulty, but the Nether and End dimensions are stuck on easy. Doing /difficulty hard says the difficulty is already on hard, but doing /difficulty says the difficulty is Easy. Any way to fix this?

Did you try setting it to easy in those two dimensions and then back to hard?

I tried that just now. It will say "The difficulty has been set to Hard" but when I do /difficulty, it still says "The difficulty is Easy"
