i can only break blocks after placing a block but it only lasts for like 15 seconds then i have to place another block

this is really annoying

Are you opped on your server? OPs can bypass the spawn protection. 

To bypass this, you can set the world spawn away from the spawn place, then you should be able to break blocks, make sure to set it back when you're done.

im opped on my own server n it still does it

and i moved it

and do you mean /setworldspawn (or whatever that one is) or the plugin that does /setspawn?

ok i've found that the issue is in GMC i cant break anything with empty hand

can i have help with this please?
