To allow normal players to use /wilderness, you will require a permissions plugin as well as Vault installed, and then giving the default group permission to access /wilderness. But if you would like to have it skripted, you can either try asking this in the Marketplace or try seeking help in the Script Discussions section of this forum. Hello there! What plugin are you using so I can tell you the command to execute.
