Worldguard problem

In my server, last time, a member can break blocks eventhough I had made regions in specific places where they can't break blocks but it seems to not work. Though, it does not give me errors about it in a command sort of style.. For example for spawn is this.

 

Any solutions or am I just missing something?

Hey, is the member a server operator? Also, could you check if those coordinates are correct? Is there any other region which interferes with your current region?
