This could be shortened:
 

command /head [<offline player>]:
    aliases: heads
    permission: give.head # your dirty minded if you read that wrong
    permission message: &cNo permissions
    trigger:
        if arg-1 is set:
            give player head of arg
        else:
            give player head of player

like this:
 

command /head <player=%player%>:
    aliases: heads
    permission: give.head # your dirty minded if you read that wrong
    permission message: &cNo permissions
    trigger:
        give player head of arg
