How do i allow everyone to click the npc with citizens?

i made a npc, but only ops can use it? how do i change this?

i don't get it. i tried but it didn't work!

i don't have anyone playing atm, since im still working on the server. but i've tried deoping myself to test it, but I can't use it!

If you added a command to it make sure when you do /npcmd add (This area should not be none, make it server)
Correct usage:
/npcmd add server /gamemode creative %player%

(You can change up the commands to whatever you would like, just keep in mind %player% is basically @p

nothing is working, and if this little issue if fixed my whole server will work.

I will finally be able to get players if this tiny issue is fixed.

Try /npcmd add none /server factions

Or if it's a console command, do /npcmd add console /server factions %player%

since the ul_factions world is a world, why would i put server?
