Server stuck on starting and cannot stop or force hibernate.

Hi, So I am trying to set up a server with my friends, and I am installing a datapack along with it. As I'm creating the datapack files, It takes me to the home screen where I have to open the server again. Once i click "Activate" on the server, the server gets stuck on starting. I cant force hibernate, I cant stop it, so I'm stuck with it. I even tried making another server and another account to see if that would fix it, but nope the same thing happens every time. Is there any reason why this is happening, and is there any fix?

Try again now. The server limit may have been reached then but it should be fine now.
