my server didn't start

my server status says only starting without going online or offline and when i try to enter the server it didn't work

After a while of it showing online, could you send your server logs here?

Do it as follows:

-> Go to File Manager > logs > latest.log.

-> Select all the file contents and copy them.

-> Now you can paste the logs where you want. If you want to send them to someone else go to a website, such as Pastebin. then paste everything in there, click on create new paste, then copy the link of the website and send the link of the website.

i've recently found out that when specifying a preset for a flat world, the server does not start. it might not just be for flat worlds, so maybe if you've set a preset, that's the problem? idk

Maybe you have put in an invalid type of preset? Also, in-case you want to generate a completely flat world, in Settings tab contains an option allowing you to change the world generation.
